Governing the Digital Commons: Deepfakes, Narrative Sovereignty and Democratic Soft-Power in India-Taiwan Relations

This research contributes to the evolving discourse of Democratic Technology Partnerships by exploring how Taiwan and India—two vibrant but distinct democracies, can jointly shape ethical norms and institutional responses to the threats posed by synthetic media and disinformation. By situating narrative sovereignty within the broader challenge of governing the digital commons, the study frames deepfakes not only as technical or political disruptions but as existential threats to democratic legitimacy and the trust-based information ecosystem on which open societies depend. The significance lies in offering a comparative and collaborative lens to assess how both nations address disinformation governance. Through qualitative methods—such as case studies, policy analysis, stakeholder interviews, and discourse analysis—this research explores how Taiwan’s participatory digital governance and India’s reactive regulatory and civic frameworks can inform one another. It critically examines how shared vulnerabilities to disinformation can be transformed into a basis for bilateral digital cooperation, focusing on joint mechanisms like AI ethics, fact-checking networks, and civil society partnerships. By aligning with the study’s objectives and questions, the research advances a normative model of democratic digital resilience that is both regionally grounded and globally relevant, positioning India and Taiwan as collaborative architects of a more trustworthy, pluralistic digital future.
